US EMBASSY SUPPORTS OPEN COMPETITION IN PHARMACY FIELD


The United States Government, through the Embassy and its US Agency for International Development (USAID) mission in Bucharest, has supported health care reform since 1993. We appreciate the Government's commitment to reform the healthcare system and recognize its goal of improved services and transparency. Our goal has been, and continues to be to assist Romania in creating an efficient, reliable, sustainable, open and transparent health care system that meets the needs of its citizens.

Regarding proposed changes to the Pharmacy Law, we are also concerned that the Government should not pass legislation that would artificially limit competition in the pharmacy field. The restrictive measures outlined in the proposed legislation would result in arbitrary constraints on pharmacy chains. These measures would not bring improved care or access to Romanian consumers. On the contrary, pharmacy chains have introduced an improved level of customer service to the Romanian public, driving competition rather than restricting it. The law, as currently proposed, represents a step backwards.

The US Embassy and USAID remain ready to provide concrete support and advice.

AMBASADA STATELOR UNITE SPRIJINA CONCURENTA DESCHISA IN DOMENIUL FARMACEUTIC


Guvernul Statelor Unite, prin intermediul misiunii sale diplomatice la Bucuresti si al Agentiei Statelor Unite pentru Dezvoltare Internationala (USAID), sprijina reforma sistemului sanitar din Romania inca din 1993. Apreciem angajamentul Guvernului de a reforma sistemul sanitar si recunoastem scopul acestuia de a imbunatati serviciile si transparenta. Scopul nostru este, in continuare, acela de a sprijini Romania in crearea unui sistem sanitar eficient, de incredere, deschis si transparent, care sa vina in intampinarea nevoilor cetatenilor.

In ceea ce priveste schimbarile aduse la Legea Farmaciilor, consideram ca Guvernul nu ar trebui sa adopte o legislatie care ar limita, in mod artificial, concurenta in domeniul farmaceutic. Masurile restrictive din propunerea legislativa ar avea drept rezultat constrangeri arbitrare asupra lanturilor de farmacii. Aceste masuri nu ar aduce cu sine servicii de ingrijire mai bune si nici accesul la consumatorii romani. Din contra, lanturile de farmacii au adus imbunatatiri in ceea ce priveste serviciile pentru clientii din Romania, sustinand concurenta in loc sa o restrictioneze. In forma sub care este propusa, aceasta lege reprezinta un pas inapoi.

Ambasada SUA si USAID sunt gata sa ofere consultanta si sprijin concret.
