The following information is for persons who will apply for their passports at the U.S. Embassy in Bucharest. For information on applying for a passport in the United States, please click here.

The Embassy provides a wide range of passport services to Americans in Romanians. For most adults, many of these services are available without the need to come to our offices.

However, the rules on applying for a U.S. passport have changed, requiring more people to apply in person. You may only apply by mail if you meet the following requirements:

  • Your most recent passport was issued when you were 16 years of age or older; and
  • Your most recent passport was issued within the last 15 years; and
  • Your most recent passport was not limited, i.e. it was issued for its full ten-year validity; and
  • You are able to submit the passport with this application; and
  • You are not requesting a change in the passport data, other than a name change due to marriage or divorce; and
  • Your mailing address is in Romania

These rules are effective worldwide and are not specific to Romania.

Note that whether you apply by mail or in person for a renewal passport, we always cancel and return your old passport to you.

Child Support and Passport Issuance

Please note:

Under Section 51.70 (a) (8) of Title 22 of the Code of Federal Regulations, a passport, except for direct return to the United States, will not be issued in any case in which the applicant has been certified by the Secretary of Health and Human Services as notified by a state agency to be in arrears of child support in an amount exceeding $2,500.00.

Your passport will be revoked if you fall under this regulation, including when you apply for additional pages, seek a renewal or process a Report of Birth application.
