The U.S. Embassy in Bucharest, Romania is seeking an Agricultural Assistant – temporary position, between
October 1st, 2008 and April 1st, 2009.

BASIC FUNCTION OF POSITION:

  • Performs a variety of technical support duties in connection with U.S. agricultural activities.
  • Assignments are of limited scope and complexity but require incumbents to operate somewhat independently.
  • Provides technical expertise in organizing, arranging, implementing, and evaluating results of individual projects planned and designed by the Agricultural Officer.
  • Edits and publishes information materials on the objectives and activities of U.S. agricultural programs.
  • May assist Agricultural Officer and the senior FSN by performing responsible technical support functions in designing and managing individual projects.
  • Logistically organizes numerous events, arranging advertisements and publicity, and provides services to business representatives.
  • Researches and prepares factual reports regarding market opportunities for U.S. agricultural products.
  • Prepares reports evaluating the impact and success of promotional and representational events.

QUALIFICATIONS REQUIRED

  • Bachelor’s degree or Romanian equivalent in agriculture, agricultural economics, agricultural marketing, or closely related field is required. In the absence of bachelor’s degree, three years of responsible job-related professional level experience may be substituted;
  • At least two years of progressively responsible experience in the agricultural products marketing, sales promotion, or general business administration is required. A degree in agriculture, economics, business administration, or other closely related field may be substituted for up to three years experience.
  • Fluency in English and Romanian is required;
  • Able to meet U.S. exporters and Romanian importers as well as other local representatives of the public and private sectors.
  • Skill in using computer software to develop informational data bases, and to produce printed material.

SELECTION PROCESS

  • Member of Household (MOH): A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
  • Ordinarily Resident (OR): A Citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in Romania.
  • Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of FS,GS, and uniformed service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.

  • A minimum of 10 years of education, plus apprenticeship recognized as producing journeyman painter/interior finish tradesman, or a combination of 8 years of primary school and 3 years vocational school are required;

  • Must possess knowledge of products and practices associated with the trade. Must have the ability to maintain simple records.

The U.S. Embassy in Bucharest, Romania is seeking a "Plumber" for the GSO section.

BASIC FUNCTION OF POSITION:

Performs journeyman level plumbing work in the installation, maintenance and repair of plumbing systems and equipment in all United States Government facilities.

QUALIFICATIONS REQUIRED FOR FULL PERFORMANCE LEVEL, GRADE FSN-4:

  • A minimum of 10 years combined education is required, plus an apprenticeship or equivalent experience recognized as producing journeyman plumber tradesman, required;
  • 4-years experience as a journeyman plumber is required;
  • Level 1 English required. Fluent Romanian is required;
  • Must have knowledge of plumbing materials, tools, and methods common to the plumbing trade.
  • Must have knowledge of local building codes, regulations and safety practices.

QUALIFICATIONS REQUIRED FOR TRAINING LEVEL, GRADE FSN-3:

If there are no qualified candidates at the stated grade level, the candidate may be hired at a lower grade level.
For trainee grade FSN-3, two years of progressively responsible experience as a journeyman plumber is required.

If there are no qualified candidates at the stated grade level, the candidate will be hired at a lower grade level.

The U.S. Embassy in Bucharest, Romania is seeking a Security Guard.

BASIC FUNCTION OF POSITION:

  • Performs screening procedures for all visitors entering USG facilities and buildings with the use of walk-thru and/or hand held metal detectors. Guards must ensure that access is not authorized until visitors are screened and the receiving office verifies visitors. Guard must know how to use the X-ray equipment provided to screen all handbags, briefcases, shoulder bags, packages and any other items with or on the visitor to prevent unauthorized contraband or property into a USG facility.
  • Must react quickly, appropriately and with decisiveness to unusual or threatening situations. Must be able to effectively communicate with visitors to determine their reason for wanting to enter the U.S. Government facility and must be have the ability to pass on situation reports in both English or Romanian as required.
  • Guards must be able to maintain their composure while working under constant pressure. Must be able to maintain an alert presence and report any suspicious activity that could be construed as surveillance to Supervisors for investigation. Guard must note any suspicious or questionable activity and report it promptly to the RSO and the Marine Security Guard. Guards are responsible for access control of vehicles entering or leaving a compound. They must conduct thorough vehicle inspections (with undercarriage mirrors and other devices as appropriate) of all vehicles entering a USG compound. Guards will conduct foot patrols twice every hour prior to and after normal business hours.

QUALIFICATIONS REQUIRED

  • Completion of high school and one year experience in a security, military, police or gendarmerie related field are required;
  • Good working knowledge of written and spoken English and fluent Romanian are required;
  • Good knowledge of security practices, basic self-defense and crime prevention techniques are required;
  • Ability to deal tactfully yet firmly with all Embassy employees and visitors is required;
  • Evidence that applicant can perform duties as a Security Guard such as certification issued by the Romanian Authorities is required.
  • Good knowledge of martial arts and self-defense techniques.
